INTRODUCTION
Human Resource is a whole consisting of inter-related; inter dependent and interacting physiological, Psychological, sociological and ethical components.
In line with its features, human resource is heterogeneous in nature. Accordingly:-
- It consists of a large number of individuals each having a unique personality, different needs, skills attitudes and values,
- Each has his own physical and psychological traits,
- Most of the problems of an organization are people related problems which arise from the mistaken belief that people are alike and are they can be treated identically.
Belief that people are alike and are they can be treated identically.
Therefore; in-order to make effective use of its human resource, an organization must recognize and pay attention to difference between individuals. So that each person can maximize his or her potential.
Taking the above facts into consideration competency and Human Resource Administration Executive has been revised its existing structure and reengineered the new structure, accountable to the Vice President for Administration and Development.
Services Competency and Human Resource Administration Executive
- Based on university strategic plan prepare and implement short, medium and long-term human resource plans.
- Prepare monthly, quarterly and annual reports concerned on plan and submit on time to the concerned body.
- Implement policies, strategies, laws and directives issued regarding Federal Civil Service Commission.
- Prepare and submit human resource needs of the institution to respective bodies, implement and follow up same up on approval.
- Implement employees placement, promotion, transfer, performance appraisal and disciplinary measures of Civil Servants in accordance with laws and directives.
- Execute staff regular working hours, overtime work and different leaves as of civil service proclamation 1353/2017.
- Conduct training needs assessment of the institution’s employees with a view to make employees training effective, implement same up on approval and supervise its implementation;
- Ensure that the work place does not cause hazards to the health and safety of employees and proposes to provide them with protective devices and materials and give them instructions on their usage.
- Organize human resource data management of the institution, collect and organize statistical data regarding employees of the institution and disseminate to the concerned bodies of the institution.
- Provide consultancy services on Human Resource Administration issues.
- In consultation with ICT Executive, to use properly developed comprehensive human resources automated information system and ensure its proper utilization.
- Make coordination with all bodies concerned on efficient and effective handling of human resources management tasks such as planning, recruitment, placement, development, promotion, transfer and discharges.
- Ensure that human resources management related decisions in the University are consistent with pertinent policies and regulations of the University and the laws of the country.
- Evaluate employee performance and recommend good performers for pay raise or promotion or other forms of reward, and take corrective measures on least performers to improve their performance.
- Set up accessible grievance handling procedures and properly handle the same;
- Develop standards and procedures for handling undergraduate and postgraduate education/training requests of employees under the support giving work unit of the University as per the University regulations.
- Plan and study employee benefit schemes and propose how best it can be handled, and execute them on approval.
